旧大放研職員たちの原発に対する考え (Former RCOP Workers' Thoughts about Nuclear Power Plants)

　昨日、私の最初の職場だった旧大阪府立放射線中央研究所（大放研）の「同窓会」が、KKR ホテル大阪で開催された。参加者は私を含めて21名だった。私は、福島第一原子力発電所の事故にもかかわらず、参加者の中に原子力発電が今後も重要であると主張する人がいないだろうかと懸念した。大放研の設立目的が原子力平和利用に資するというものだったからである（大放研の場合、原子力利用といっても原子力発電ではなく、電離放射線や量子ビームの利用を意味したのだが）。

　しかし、原発の事故について実際に述べられたすべての考えは、従来の日本のエネルギー政策が間違っていたという傾向のものであった。この傾向は、私が日本科学者会議（JSA）のメンバーとして長年学び，また自ら保持して来た「地震の多いわが国に、未完成な技術に基づく原発を多く作るのは危険である」という考え方（たとえば、「原子力発電の安全性の確保を求める決議」 [2007.5.27] や「原子力・エネルギー政策の抜本的再検討を求める決議 」[1979.5.27] に反映されている）と一致するものであり、喜ばしく思った。私は自分のこの思いを述べ、そのような考えの人たちが JSA に参加されるなら、もっと嬉しいとつけ加えた。

Yesterday, the reunion of the former Radiation Center of Osaka Prefecture (RCOP), which had been my first work place, was held at KKR Hotel Osaka, and 21 people including myself attended it. I was afraid that some of participants might insist that nuclear power plants would be important in spite of the disasters at Fukushima Daiichi plants, because the purpose of the RCOP had been "the peaceful use of nuclear power" (though these words here did not mean nuclear power generation but the use of ionizing radiation and beams of quantum particles).

In fact, however, all the thoughts expressed about the nuclear disasters were of the trend that Japan's energy policy had been wrong. I was glad that this trend was in agreement with the principle that I had learned and held myself as a member of the Japan Scientists' Association (JSA) for many years, namely, it was dangerous to build many nuclear power plants, based on uncompleted technology, in this country having frequent earthquakes (this principle is reflected, for example, in the followings: "Decision to call for ensuring the safety of nuclear power plants" [May 27, 2007] and "Decision to call for a fundamental review of the nuclear energy policy" [May 27, 1979]). I told them about this feeling of mine and added that I should be much more pleased if those who had such thoughts joined the JSA.
